That is exactly the excuse most bureaucrats from License permit Raj used. 'Indians are not ready for this'. in 92, the commies were also saying 'Who needs mobile phones'. In a market economies, whoever is ready for what is decided by market forces.

I know you don't read books (which shows in the lekhan shaili), but there is a critique of this mentality in Gurcharan Das' 'India Unbound'. One of the Finance Ministers (mostly Pranab da), refused a license to Gurcharan Das to make perfumes saying that women dont need them.

Now, the thing non market here is even if it is after 50 years, the money for this is going to be shelled by the government (i.e. Public) and not a private company. All the high speed rails are built or funded by the governments (Japan/France/Germany/China). Now, again, there are ways this could be made viable like the Ahmedabad to Delhi extension might pass through some new towns and real estate development might recover money. And the amount is comparable to what was sunk in MNREGA, etc.

And obviously, you havent been following 'India story' or you think every one is like what was in your government department in 80s. Before complaining about Indian mentality, try to 'Undesify' yourself, by actually paying for the movies you watch and review.
