You probably mean Mumbai and not the whole Maharashtra, and outsiders are not there in Mumbai to offer cheap labor... we don't need to drag Maharashtra into this. Withing US, people seem divided on racial profiling; it is considered bad in states like California, but a majority of the country is supporting the Arizona law.
