Food Security Bill : Is It A Colossal Waste ?

The introduction of the ‘Food Security Bill’ has initiated a debate about its implications, credibility and effectiveness. Some voices have even called it redundant and irrelevant in a developing economy.

To answer these questions let us have a quick overview of the ‘Food Security Bill.’ Here are the highlights of the bill:
  1. Priority households are entitled to 5 kgs of foodgrains per person per month, and Antyodaya households to 35 kgs per household per month.
  2. The combined coverage of Priority and Antyodaya households (called “eligible households”) shall extend “up to 75% of the rural population and up to 50% of the urban population”.
  3. The PDS issue prices are given in Schedule I: Rs 3/2/1 for rice/wheat/millets (actually called “coarse grains” in the Bill). These may be revised after three years.
Children’s Entitlements
  1. For children in the age group of 6 months to 6 years, the Bill guarantees an age-appropriate meal, free of charge, through the local anganwadi.
  2. For children aged 6-14 years, one free mid-day meal shall be provided every day (except on school holidays) in all schools run by local bodies, government and government aided schools, up to Class VIII.
  3. For children below six months, “exclusive breastfeeding shall be promoted”.
  4. Children who suffer from malnutrition will be identified through the local anganwadi and meals will be provided to them free of charge “through the local anganwadi”.

    Entitlements of Pregnant and Lactating Women
    Every pregnant and lactating mother is entitled to a free meal at the local anganwadi(during pregnancy and six months after child birth) as well as maternity benefits of Rs 6,000, in installments.

Sonia Gandhi is getting ready to sport a pro-poor image in the run-up to the elections. Lots of fraud goes on in the Public Distribution System (PDS). You've to wonder how they will implement a giant scheme like this effectively.

I am seeing this bill first time.What happens if someone or some household needs more than the quota specified?
He has to buy it outside PDS- right?

Also,what prompted govt to put this bill forward?

This sounds excellent (reminds me of Amma's Rs 1 idly). I wish they would also include a clause that it will be provided only for 2 children in family to dissuade anyone wanting to have more than 2 children (as a measure of population control).

Edit: dare I say that this kind of initiative will help reduce the female foeticide?

After looting the country completely and failing on all fronts, this nincompoop govt headed by scam specialist MMS, wants to display a clean an pro-poor image. The way this bill is introduced as an ordinance is proof of that.. mofos are such crooks.. undermining all govt agencies and using then to do anything they want.. sometimes I think a military coup only can strip them of power.. since people will vote for them again.. situation is so bad.

Congress has unleashed all its organizations and paid media to undo any damage and paint Modi in bad light.

They will name it probably once the bill is passed.

Will anything actually be left to be named as 'Sonia Gandhi Yojana' or 'Rahul Gandhi Program'

Lawyer challenges Food Security Ordinance in Supreme Court


New Delhi:
A lawyer has challenged the contentious Food Security Ordinance in the Supreme Court, terming it as "illegal". The Centre's ambitious welfare programme is now a law after receiving President Pranab Mukherjee's assent on Friday; the scheme provides subsidised food to nearly 800 million or 67 per cent of the population and is being viewed as a major vote-getter in the national elections, due by May.

Advocate ML Sharma today filed a Public Interest Litigation (PIL), asking the top court to quash the ordinance. The Congress-led UPA government, which is in a minority, had brought in the executive order earlier this week to clear the food scheme to bypass a debate in Parliament.

The petition says that an ordinance can be promulgated only in extraordinary circumstances and the current situation certainly didn't warrant the move. Mr Sharma also justified the order as illegal by citing that the monsoon session was barely three weeks away.The ordinance must be cleared by Parliament within six weeks of its next seating; sources say this may provoke the government to delay the Monsoon Session.

Mr Sharma also contended that the Food Security Bill had already been tabled in Parliament; hence, a move to push it through the ordinance route was aimed at securing political mileage. The bill had been expected to be cleared by Parliament in February, but opposition protests ensured that didn't happen.

Opposition parties led by the BJP have attacked the government for ramming the measure through by decree, saying there has not been enough discussion of its effect on prices and on farmers who must produce more food.

The populist programme, championed by Congress president Sonia Gandhi, will cost Rs. 1.25 lakh crore per year. Critics of the scheme, though, say that the country can ill-afford such a costly subsidy at a time of slowing economic growth and when credit ratings agencies are eyeing the country's large deficit

"Food" for the Poor, "Security" for the congress
and
"Bill" for the tax payers.

Going by the congress theories the govt will have to spend to search for poor in India

India is going to hell in a hand-basket. The country doesn't have the money to spend on such frivolous schemes. Most of these schemes are to siphon money out of government coffers into personal bank accounts. The poor will remain poor and hungry.

The middle-class tax-paying citizens are going to be hurt the most. The Rupee will continue to depreciate, because the government is going to print more money to finance the fiscal deficits, which will trigger more inflation and the vicious cycle will continue.

It's like somebody who doesn't have any money in the bank and is very close to max'ing out the credit card, decides to fund a charity organization in a big way. Only in India!!!

the main thing is that if food cannot be provided there is an option for giving cash directly. Now this is the crux of the whole bill, as we all know that there are too many unverified zombie families who get food from the PDS(ration card) (which is a neat way of putting that the money goes in to politicians pockets).
now they directly want to pocket the money directly instead of going through the process of selling the food grains to blackmarket.
