In Seinfeld language there is a term called low-talker.
Well, had i been him, i might have told "Sunai nahi deta?" "Ek Kaan ke neeche doonga, sab achchhi tarah se sunai dega"

He is clearly saying he has a problem with his boss talking softly which is not audible to him.

Re: work problem - can't hear very well

get your hearing checked by a doctor, to make sure the problem is not on your side.try a hearing aid if advised by the doctor.

If the problem is on the other side, explain your problem in short to your boss in an email addressed to him & you should also forward the email to HR & some other superior.you can suggest your boss to give work in writing, instead of speaking.try to find out if any other employee is facing a similar problem from the boss.then you 2 or 3 can get together on same problem.an email is a communication proof which no one can later deny.
