Question Was Raman effect an over-rated discovery?

Was Raman effect an over-rated discovery? Was it awarded Nobel to divert attention from works of genuine international standard?

The photo-electric effect was awarded Nobel prize to divert attention from theory of relativity. Similarly, was Raman awarded Nobel to divert attention from some genuinely great scientists of that time, for instance Satyendra Bose?

The question is not about vast number of applications of the discovery. The topic is about the degree of ingenuity needed in making this discovery. It doesn’t appear that much caliber was needed in making this discovery.

Some say that Raman Effect is merely a corollary to Rayleigh scattering. They mean to say that it is not significant enough to warrant a Nobel Prize.

Moreover, the so called Raman effect is claimed to have been discovered by other scientists (including Russian) independently.

It is relevant to state that there is controversy regarding awarding Nobel to Raman. Several questions have been raised about Raman not sharing the Prize either with the Russian scientists G.S. Landsberg and L.I. Mandelstam, who had observed the same effect in the case of crystals.

Probably Nobel Prize has been an instrument of politics of superpower rivalry since the time of it’s inception or even conception.

Politics and sarcasm in Nobel should be obvious to anyone with common sense. For instance, why was Barack Obama awarded Nobel in 2009 despite doing nothing till then?

It seems the Raman-effect discovery was more about diligence than some high level intelligence. Hans Bethe has said, "There are two types of genius. Ordinary geniuses do great things, but they leave you room to believe that you could do the same if only you worked hard enough. Then there are magicians, and you can have no idea how they do it." I suspect Raman was of former sort of scientist.
