Thumbs down Just like cricket match fixing, now court verdict fixing

Just like cricket match fixing, now court verdict fixing!
First we had cricket match fixing by bookies. Now we have the same concept applied to judicial verdicts!

This is happening in Punjab.

Phone taps hint at judge-tout nexus
5 Jun 2009, 0357 hrs IST, Vishal Sharma, TNN

CHANDIGARH: In a major embarrassment for the judiciary, the Punjab Vigilance Bureau has released tapes that have touts talking about cases being fixed in the Punjab and Haryana high court. The VB’s six top-secret reports are replete with references to shocking audio-video evidence and make candid allegations of a thriving middlemen-judge nexus.

The reports, submitted last year to advocate general H S Mattewal’s office and passed on to then Chief Justice Vijender Jain and the CJI, disclose malpractices in the judiciary and manipulations in the HC registry among others, through touts, which hint at arrangement-cum-purchase of favourable judicial orders. In fact, VB director Sumedh Singh Saini has asserted that what began as a routine probe for detection of organized crime led to disclosures, based on collection of about 300-400 daily phone calls, of the role of conduits in manipulating the judicial system.

What is more intriguing is the silence within the higher echelons of the judiciary on the shocking allegations that have kept the vigilance in a pause mode for almost a year now. The sleuths are waiting for a go-ahead to probe the names of some of the HC judges, including Justices Mehtab Singh Gill and H S Bhalla, which cropped up in the telephonic recordings. Not too long ago, Justice Gill was in the thick of PPSC scam with then CJ A B Saharya making damning recommendations against him.

The players mentioned in vigilance reports are Inderjit Singh Gill (cousin of justice Gill), Manjit Singh Mann (a Youth Congress leader) and judicial officer J S Bhinder. Others with dubious role are P1 (Ram Lal, who’s an accused in a rape case in Chandigarh, along with IAS officer N K Jain who retired as home secy of Chandigarh as co-accused), P2 (another person whose phones were bugged), JO (a judicial officer who has been talking to P2), A1 (an advocate associate of P2), and S1 (son of a sitting HC judge, earlier with Punjab & Haryana HC).

VB has alleged several shady deals. Some of them are as follows:
* ADJ selection: Telephonic recordings by VB. VB alleged Inderjit Singh Gill and Manjit Singh Mann discussed over phone with Nimardeep Singh (who filed a complaint with VB) the possibility of getting a candidate selected as additional district & sessions judge on financial considerations.

The recordings are as under:
May 31, 2008: Calls between Mann and Nimardeep revealed the latter talked about a candidate who was willing to pay Rs 40 lakhs but will agree to increase the figure to Rs 50 lakhs.
June 2, 2008: Manjit Singh Mann rung up Nimardeep Singh to ascertain as to whether the candidate who wanted to be selected as ADJ was a ‘chhotta’ judge (subordinate judicial officer) or a lawyer.
June 2, 2008: Manjit Singh Mann told Nimardeep that the amount being offered for selection as ADJ was too less for justice Mehtab Singh Gill

The worst thing is that the media keeps its mouth shut when the judges say that they would not disclose their assets.
